Management
The Governing Council is made up of a Governing Board and its Committees as well as the National Executives Meetings. The National Executives is constituted by various Branches, Chapters coordinators and honorary liaison officers in the 36 States of the Federation as well as tertiary institutions, where the Institute has formidable existence. The President of the Institute is Chairman of the Governing Board. The Act provided for a Governing Board with responsibility for the formulation of policies and setting standards for regulation, control and discipline of persons in the profession with a view to ensuring harmony and excellence in the practice of the professions.
The Registrar is the administrative Head of the Institute and Chairman of the National Executive Meeting. The Registrar/Chief Executive heads the National Secretariat made up of the salaried employees and representatives of State organs as members of the National Executive Meetings which ensure cohesion in the functions and programs of the Institute with regards to the following activities:-
(a) Design and execution of various training and development programmes in
The form of short intensive courses, seminars and conference for secretaries, reporters and allied administrative personnel and professionals.
(b) Registration and certification of qualified secretaries and verbatim
Reporters through membership grading criteria
(c) Publication of learned professional journals, newsletters etc.
(d) Procurement of employment for secretarial personnel through our
executive selections and recruitment services for clients.
(e) Free lectures for members and invited persons from the public on specific topics of professional interest.
(f) Branch and Chapter activities which serve as forum for exchange of ideas and opinions on professional and social issues amongst members.
(g) Secretarial and consultancy jobs on office technology and management practices.
(h) Conduct of professional membership qualifying examinations.
The Establishment Act No. 16 of 2015 makes the Governing Board of the Institute the highest policy formulating organ. The Governing Board is headed by an elected President whose tenor is for a two year period and can be re-elected for another two year term. The President presides over the meetings of the Board and at an Annual General Meeting where principal regulatory policies guiding the profession are made.
Committees of the Institute
In order to ensure an all-embracing and expert input into the deeds and conducts of the Institute, standing committees at every State Branch, Organizations’ and Institutional’ Chapters, are encouraged.
The Chairmen and representatives of such local committees’ present issues through the State Executive or as the case may demand, directly to the National Committees of the Governing Board for final resolution.
Name of Principal Officers
PRINCE SAMUEL O. A. OZOMAH, FCSR, MNIM, FIDPM is the Founder of the Institute. He took keen interest and zeal in nurturing the Institute with great selfless sacrifice and personal resources from inception to maturity. His consistency, sincerity and tenacity of purpose in the face of obvious deprivations had ensured a cohesive growth and formidability of ICSR which he founded in 1981. He worked assiduously through thick and thin as Registrar-General and secured the Establishment Act of parliament from National Assembly in 2015 with the assent of then President Goodluck Jonathan, Grand Patron/Fellow of the Institute to gain charter status. He occupied an administrative position with a view to ensuring cohesion and continuity in the goal and aspirations of professionalizing secretarial and verbatim reporting practice from inception to November 2020. Other team members from inception were Alhaji Aliko Mohammed, OFR first Chairman Advisory Council, Chief Abayomi Adewunmi, first Chairman Governing Board, Elder Dr. Amachukwu Chibuzor Okezie, first Vice Chairman Governing Board, Engr. Hyacinth I Anyanwu, Elder Dr. O. A Ufot, Prof. Samson Ukpabi, Prof. Emmanuel O Akanki, Chief Charles Adebiyi, Mrs. O. Adekoya, Ndubuisi Ugbede, and others too numerous to mention that supported the formation and nurturing of the Institute on honorary basis. Rev. Dr. Joseph Oguma, Snr. Apostle Daniel Odesina, Obong Louis Ekpah and Pst. Matthew Odusanya were professional members intensively involved in ensuring that the Institute became a reality and that upcoming generations will have a legendary standpoint as professionals. The former presidents of the Institute were Elder Simeon Babani Saidu Abuh, (2002 – 2005) and Lady Rosemary Ifeanyichukwu Ajufo (2005 – 2012). High Chief Amachukwu Chibuzor Okezie, Ph.D, FCSR, FCA, FCIB, President/COB (2015 – 2020) and Deaconess Charity Favour Nwoko, FCSR, 2020 – 2021. Over the years the Institute has enjoyed the goodwill of prominent members of the society in various capacities. They constitute the Body of professional Fellows and honorary Fellows in advisory capacity.
